25 Garbage Trucks and 3,200 Employees – That’s 128 Dudes Per Truck

By DON WINNER for Panama-Guide.com – The new national level Authority responsible for garbage collection started working on Monday, 3 January 2011, and there were a raft of stories in the local press about what the are going to do, their assets, resources, equipment, plans, etc. One thing jumped out at me. The old DIMAUD which this new Authority replaces had 25 working garbage compactor trucks, and a staff of 3,200 employees. That works out to 128 employees, per truck. Now, I’ve watched these guys in action when they are picking up trash, and they normally have one driver and three out there tossing the trash in the truck – so let’s call it four. That gives you a terrible “tooth to tail” ratio – too many guys behind the lines to support just a few who are actually doing all of the real work.
Man, with 3,200 people I could form a human chain from Bethania to Cerro Patacon and have them pass the bags of trash from one person to the next – and that would have been more efficient that what was going on. Can you believe that – only 25 trucks, 3,200 employees, and they were still a complete and total failure at their primary mission of simply collecting the garbage. Government inefficiency and waste (sorry for the pun) at it’s worst.
