IDAAN Director Resigns Amid Ongoing Water Crisis

The director of the Institute of Aqueducts and Sewers (IDAAN), Manuel Gonzalez Ruiz, resigned yesterday after a water crisis which has been going on for the past 55 days. González Ruiz made his decision in the midst of countless complaints and reports from areas that still lack potable water. A civil engineer by profession, González Ruiz, assumed the leadership of IDAAN in August 2009, when he was appointed by President Ricardo Martinelli. However, it appears that the pressure from the people – demanding answers for the ongoing problems with the water supply forced this resignation. Meanwhile, an official statement from the Ministry of State Communications said González Ruiz’s resignation was due to health reasons, and that he would remain in his position until the president can appoint his replacement.
In recent weeks Gonzalez Ruiz coordinated with the Minister for Canal Affairs, Romulo Roux, on the water crisis unleashed as a result of increased turbulence in the raw source waters of Lake Alajuela caused by heavy rains. Now, the government faces the dual challenge of finding a person to lead the IDAAN, and another to replace the sub director. The former deputy left office on 31 October, and a replacement still has not been appointed. According to Law 77 of 2001 which reorganizes the Idaan, the director and deputy executive director of the entity shall be appointed for a period of five years.

For former IDAAN director Juan Antonio Ducruet, the government will be challenged to find one person capable of taking care of everything. He said improvements are urgently needed, while saying that Gonzalez Ruiz dealt with a major problem. (El Siglo)
